As cool as that might be, I don't see that happening, it's not something Scion does and likely not something they will change to.
I guess you're completely new to scion.

If it was under Toyota for the North American market then likely there would be at least 2 engine options.

Not true in the slightest. Quick gander at NA spec Corolla shows only a 1.8L petrol... I thought you knew how to google

I strongly doubt there will be multiple motors as I have not seen that on any other Scion to date.

As far as Release options, I would like to see things close to the Monogram series FR-S and tC with push button start, heated seats, led lights and the smart key (where the doors unlock when you grab the handle).

Those all seem like cool features to have. I'm sure some of those could make it to production but I don't think all of them will. You just have to keep in mind the price point.

I don't see why not. I understand the price point argument, but the current monograms are about 3 grand higher so I would think you can fit a good amount of extras in it for that. Even the FR-S RS1 is 5 grand more. There will still be the normal iM at the normal price, but this is for those that want a little more.
